Dr. Sarah Tuck, Ph.D., C.Psych., Clinical Neuropsychologist
Dr. Tuck completed a Family Medicine residency at St. Mary’s Hospital in 2012 after receiving a BA Honours in International Development Studies followed by a medical degree, all at McGill University. She has worked as a family doctor in community practice but her career has evolved to focus primarily on palliative care. In this capacity she provides home-based end of life care throughout the region, and follows patients while mentoring Family Medicine residents at Hospice Care Ottawa’s two hospice sites. Over the last year she has also worked regularly at covid assessment centres. Since 2018 she has lobbied on Parliament Hill and Capitol Hill as well as at Queen’s Park for emissions-reducing policies, and has organized a federal all-candidates environmental debate.
Dr. Shan Yakimovich, BSc, Naturopath
Dr. Shawn Yakimovich ND graduated from McGill University with a BSc in Human Nutrition in 1999. After working in the natural food and supplement industry for three years, he began his naturopathic studies at the Canadian College of Naturopathic Medicine, graduating as a naturopathic doctor (ND) in 2006. Now in his 15th year of practice, Shawn confidently blends all the naturopathic treatment tools, including nutrition, lifestyle counselling, herbal medicine, homeopathic medicine, acupuncture, and hydrotherapy. Over the years he has given talks to hundreds of parents and government employees, as well as the Canadian Liver Foundation, Sustainable North Grenville, medical students at the University of Ottawa, high school students, horticultural societies, and has taught homeopathy to midwives from across Ontario.

This panel of medical professionals have been invited to discuss Health Care in Canada generally. The discussion will be guided by recommendations which were made in the Final Report of the Advisory Council on the Implementation of National Pharmacare which Dr. Hoskins chaired. (Hoskins Report)
The five principles of the Canada Health Act which define medicare – public administration, accessibility, comprehensiveness, universality and portability – are used to anchor the report’s recommendations. The council recommended that Canadians should have universal, comprehensive pharmacare (Health Care) with government acting as first payor once the program is fully implemented.
Among the 60 recommendations made in the report our hope is to discuss a few including the following (time permitting):
- the federal government work with provincial and territorial governments to establish a universal, single-payer, public system of prescription drug coverage in Canada.
- pharmacare should provide a broad range of safe, effective, evidence-based treatments,
- access to prescription drugs should be based on medical need, not ability to pay,
- national pharmacare benefits be portable across provinces and territories.
- a gender and equity lens be applied throughout the implementation of national pharmacare.
- out of pocket costs for all products listed on the national formulary not exceed $5 per prescription, with a copayment of $2 for essential medicines and an annual maximum of $100 per household per year to ensure that patients face few barriers to access.
- the federal government work with First Nations, Inuit and Métis governments and representative organizations to develop a framework
- federal, provincial and territorial governments collaborate to create a new arms-length Canadian drug agency to oversee national pharmacare.
